It did get worse

Laval imposes a ban on all outdoor use of drinking water throughout its territory
Published July 15, 2010

Given the reduced water levels of the Mille-Iles river and to avoid a shortage of drinking water, the city of Laval is imposing a ban on all outdoor uses of water. As of July 15 and in affect until the situation improves, it is prohibited to use lawn watering mechanisms (such as automatic and swivel spay units) or to wash cars and driveways.
However, watering of lawns and gardens is allowed at all times using a handheld hose and spay gun.
It should be noted that tickets as high as $100 and $1000 could be handed out. As for the likelihood of getting caught: the city of Laval has increased the number of patrols within its territory, to help enforce the ban.
